In order for you to be able to place the School Desk, you must have first unlocked "Education" through the Bureaucracy menu with the Warden.
The School Desk is a 1x2 object and can be rotated to 4 different sprite angles.

The School Desk is a necessary item in the grant "Education Reform Program". The Grant requires the building of a Classroom, which also requires at least 1 Office Desk. The maximum effective size of a classroom is 20 school desks.
